Philippines becomes first Asian country to approve sale of dengue vaccine Dengvaxia

Philippines became the first Asian country to approve the sale of the world’s first ever dengue vaccine Dengvaxia in the country. The Dengvaxia vaccine has been manufactured by French pharmaceutical manufacturer Sanofi Pasteur. It has been designed to protect people in the 9-45 age groups from all four subtypes of the virus.

 Key facts 

          
         The Dengvaxia vaccine was produced as the result of an extensive clinical development programme of the French company than ran for almost two decades. Sanofi Pasteur has requested authorisation to roll out the vaccine in 20 countries. Earlier it secured its first regulatory approval in Mexico a fortnight ago and is currently being reviewed by around 20 countries in Asia and Latin America. Clinical tests of the vaccine carried out on 40,000 people from 15 countries by the company has shown that vaccine can immunise two-thirds of people aged 9-45. It was also found that the vaccine is capable of reducing the risk of hospitalisation of person infected by dengue virus by 80 percent.

 Comment 

           It is hoped the vaccine could eventually help prevent millions of deaths from dengue which is considered as the world’s fastest growing mosquito borne disease mainly due to climate change. The World Health Organization (WHO) has mentioned that around 400 million people are infected worldwide every year by the dengue virus and two-thirds are in Asia.

Different Generations of Computer Development

First Generation : 1946-1959

Vacuum Tubes
In first stage of computer development we used vacuum tubes. These vacuum tubes are slower in processing speed and used machine language which was hard to understand as instruction was in 0 and 1.These first generation computer was bigger in size even occupied entire room , generates lot of heat and was very expensive So these cant be used continuously for longer duration of time

Second Generation : 1959-1965

Transistor
In second generation of computer we used transistors. In Second generation vacuum tubes was replaced with transistor. Second generation saw the improvement in speed and size but heat produced was still damaging to the system

Language used was assembly language , which means it was easy to understand as instructions consist of words.

Third Generation : 1964-1971

Integrated Circuits
Third generation saw the used to integrated circuits. Transistor were miniaturized and put on chip to foam integrated circuit .Which was faster in processing speed, store instruction in memory and reduced in size. These extremely small electronics can perform calculations and store data using either digital or analog technology.

Fourth Generation :1972-2010Microprocessor

Crucial stage in the development of computer was microprocessor . Intel was first to develop microprocessor. In microprocessor ten of millions of transistor fabricated on single chip which is very small in size and also have very high processing capabilities

Rajya Sabha passed Juvenile Justice (Care and Protection of Children) Bill, 2015

Rajya Sabha on 22 December 2015 passed the Juvenile Justice (Care and Protection of Children) Bill, 2015. With this passage, the bill awaits the President’s nod to be qualified as an act as it was already passed by theLok Sabha on 7 May 2015.

Most importantly, the Bill permits juveniles between the ages of 16-18 years to be tried as adults for heinous offences.

Also, any 16-18 year old, who commits a lesser (serious) offence, may be tried as an adult only if he is apprehended after the age of 21 years.

The Bill replaces the Juvenile Justice (Care and Protection of Children) Act, 2000.  It addresses children in conflict with law and children in need of care and protection.

Key features of the bill

• Juvenile Justice Boards (JJB) and Child Welfare Committees (CWC)will be constituted in each district.  
• The JJB will conduct a preliminary inquiry to determine whether a juvenile offender is to be sent for rehabilitation or be tried as an adult. The trial of the case will take place accordingly by the board which will consist of psychologists and social experts.
• The CWC will determine institutional care for children in need of care and protection.
• It proposed to streamline adoption procedures for orphaned, abandoned and surrendered children by making mandatory registration of all institutions engaged in providing child care.
• It also proposed several rehabilitation and social integration measures for institutional and non- institutional children. It provides for sponsorship and foster care as completely new measures.
• Eligibility of adoptive parents and the procedure for adoption have been included in the Bill. 
• Penalties for cruelty against a child, offering a narcotic substance to a child, and abduction or selling a child have been prescribed.

BANKING TERMS:-

REPO RATE: - Under repo transaction the borrower places with the lender certain acceptable securities against funds received and agree to reverse this transaction on a predetermined future date at agreed interest cost. Repo rate is also called (repurchase agreement or repurchase option).

REVERSE REPO RATE: - is the interest rate earned by the bank for lending money to the RBI in exchange of govt. securities or "lender buys securities with agreement to sell them back at a predetermined rate".

CASH RESERVE RATIO: - specifies the percentage of their total deposits the commercial bank must keep with central bank or RBI. Higher the CRR lower will be the capacity of bank to create credit.

SLR: - known as Statutorily Liquidity Ratio. Each bank is required statutorily maintain a prescribed minimum proportion of its demand and time liabilities in the form of designated liquid asset.

BANK RATE: - is the rate of interest which is charged by RBI on its advances to commercial banks. When reserve bank desires to restrict expansion of credit it raises the bank rate there by making the credit costlier to commercial bank.

OVERDRAFT:- It is the loan facility on customer current account at a bank permitting him to overdraw up to a certain agreed limit for a agreed period ,interest is payable only on the amount of loan taken up.

PRIME LENDING RATE: It is the rate at which commercial banks give loan to its prime customers.
